In the latest dossier handed over to India, Pakistan has sought all “material evidences’’ of the 26/11 attack case, including the inquest reports of the 166 dead persons. However, home ministry officials here said that “the inquest reports of the 166 dead persons has nothing to do with the 26/11 trial. Such a demand only shows that Pakistani authorities are trying to delay the investigations. We have already shared all the evidence related to 26/11.”
Government sources pointed out that no progress has been made by Pakistan in the last six months following home minister P. Chidambaram’s visit to Islamabad in June where he pressed for urgent action against Jamat-ud-Dawa (JuD) chief Hafiz Saeed and 26/11 handlers, including those who are believed to be in the Pakistan Army. New Delhi has also sought voice samples of the 26/11 accused in Pakistan, including Lashkar-e-Tayyaba’s operational commander Zaki-ur-Rehman Lakhvi, Zarar Shah, Abu Al Qama, Shahid Jamil Riaz and Hamad Amin Sadiq. “Nothing has happened in the last six months,” a government official said. Pakistan , in its dossier handed over to India last year, said that evidences collected by its own agencies connects the accused Zaki-ur-Rehman, Mazhar Iqbal alias Al-Qama, Abdul Wajid alias Zarar Shah with the planning , preparation and execution of 26/11 and operational handling of ten terrorists involved in Mumbai attacks. The Pakistani dossier said that investigation has ‘’established beyond any reasonable doubt that the defunct LeT activists mentioned in the chargesheet and absconding accused Amjid Khan, Shahid Gaforr, Muhammad Usman, Atiqur Rehman, Abdul Rehman jointly conspired, abetted , planned and facilitated the Mumbai terror attacks. “However, it said that due to want of scientific evidence from experts and other quarters concerned, the investigation is still in progress.”
The role of Pakistani ‘’state’’ actors in 26/11 has further been corroborated by Pakistani-American LeT terrorist in his confessional statements to the US Federal Bureau of Investigation as well as the National Investigation Agency (NIA). Headley said that the Pakistan’s ISI was ‘’fully involved’’ in 26/11 and that “every important member of LeT is handled by one or more ISI officials. “Headley has named serving ISI officers Major Iqbal, Major Sameer Ali, Col. Shah, Lt. Col. Hamza and one Brig Rijaz based in Muzaffarabad who is the handler of the LeT’s chief military commander Zaki-ur-Rehman Lakhvi in his confessional statement to the NIA. He said that he used to brief his ISI handler, Major Iqbal, after each reconnaissance visit to Mumbai. He also disclosed that ISI DG Sujja Pasha had visited a Mumbai attack conspirator Zakki in Udial jail to understand the Mumbai attack conspiracy.
