In view of the demand for an overhaul of the electoral system, Union law minister Veerappa Moily on Sunday, in the capital, declared that the government is committed to reform the electoral system.
Participating in a discussion initiated by Foundation for Advanced Management of Elections (FAME), Mr Moily sought an agenda that will reinforce the faith of the people in the system. He said the electoral reforms need to be dynamic and that there is a lot of distance to be covered.
Calling for a change of mindset towards democratic ethos, the minister said, “We should have an attitude of democratic ethos. We should build our democratic institutions and not destroy it.”
Having submitted the second administrative reforms commission report, the minister sought to list out some of the issues plaguing the polity of the day.

Moily: Enact laws after knowing effect on court

According to agencies, Union law minister Veerappa Moily has suggested that Parliament should enact laws only after coming to a conclusion on the impact it would have on the courts and ensuring the money required for the purpose is available.
In a letter to the Union finance minister Pranab Mukherjee, Mr Moily has said, “Assessment must be made for the purpose of estimating the extra load any new bill or legislation may add to the burden of courts and expenditure required for the purpose.” The suggestion is based on the recommendation of T.K. Viswanathan, a former law secretary and currently an adviser to the law minister.
In another letter, Mr Moily had favoured setting up of special courts to deal with the mounting cases under Section 138 of the Negotiable Instruments Act. Pointing to the fact that there are nearly 38 lakh cheque bouncing cases pending, he sought the setting up of special courts to speedily dispose them off.
