The Government will "shortly" launch a public grievance redressal system across the country, the minister of state for public grievances and pension, Mr Prithviraj Chavan, said on Tuesday.
"Department of Administrative Reforms and Public Grievances will shortly be launching public grievance system in the Central and state governments," he said.
The minister was addressing a conference organised by All India Management Association (AIMA) here on 'Keeping The Promises: How Can Governance Be More Effective'.
He said the government has been taking several steps towards governance reforms in the country, but has achieved "indifferent success".
Mr Chavan described the setting up of Administrative Reforms Commission as a "major step" of the government but said many of the suggestions of the panel which was implemented or being implemented are "baby steps" which are making "small difference" to the governance.
Transparency law brought by the government is, however making a "huge" difference, he added.
He noted, "We have not been very successful in reforming the judicial machinery but there are changes." Information Technology is being used in a big way but the civilian infrastructure for courts are still lagging behind, he said.
There are rural courts but "we still have a long way to go to make sure that pendency is eliminated and justice is delivered properly," he added.
The criminal justice system in the country also needs "tightening up", Mr Chavan underlined.
He said that there are corruption and leakages in the system but government is now strengthening it to "deliver a blow to corruption".
Referring to The Public Interest Disclosure and Protection to Persons Making the Disclosure Bill, which was cleared by the Cabinet on Monday , Mr Chavan said, "It is not to the level what the US does in witness protection programme but this is the first step where we incentivise people to come out and help the government punish the guilty."
