Asserting that the government must have a say in the appointment of judges, Union law minister Kapil Sibal said that a proposal to replace the 20-year-old Collegium system to choose judges will be moved “very soon” before the Cabinet.
Once cleared, the new system, in the form of Judicial Appointment Commission, will pave the way for the executive to have a say in the appointment of judges to the Supreme Court and high courts.
The system of appointing judges has not worked to the expectations and the government must have a say in such appointments, law minister Kapil Sibal said.
“We don’t think the system has worked to our expe-ctations. I don’t think it even worked to the expectations of the judiciary,” the law minister said on Sunday.

Major shift in cbse exam will help students

In a major policy shift, students in CBSE schools will be told in advance about passages or chapters in textbooks from where questions will be asked.
This will be introduced as a pilot project from the annual examinations for Class 9 and Class 11 in March 2014. Only 15 to 20 per cent of questions will, however, be based on such portions. This new pattern will apply to all main subjects for Class 9, and for economics, biology and geography for Class 11.
The textual materials of “informed portions” will be given to schools in December 2013 ahead of the March exams.
This will, however, be different from the “open book” systems prevailing in some Western countries.
