Regardless of the government attempting to encourage the girl child, the apathy in registering cases against female foeticide is shocking. While the child sex ratio has dropped to 914 females per 1,000 males in 2011, the lowest since Independence, government statistics show only 132 cases of female foeticide have been registered throughout the country the same year.
The conviction rate, too, is appalling. In 2011, of 132 cases, only 11 persons were convicted. Haryana, due to the influence of khaps and apparent sexist mindest in rural belts, registered only five cases of female foeticide in 2011 and no convictions.
Delhi, regarded as the “rape capital”, registered five cases, filed a chargesheet in one case, arrested seven people, but won no convictions.
