Even after significant improvement of the insurgency scenario, continuation of the Armed Forces Special Power Act in Assam and other northeastern states, may have highly dangerous fall out on overall law and order scenario of the region.
This is what felt the top security experts and former special director of the Intelligence Bureau, R.N. Ravi, who told this newspaper that AFSPA was diluting the system of accountability in the law of the land.
Pointing out that AFSPA was supposed to be promulgated and used only when integrity of the nation is at stake, Mr Ravi said that the Intelligence Bureau have recommended its revocation in Assam but state government and Army insisted on its continuation.
He argued that accountability in the security forces could be enforced only if every killing is investigated but AFSPA was providing immunity to the security forces from facing any kind of investigation even in case of an extra-judicial killing, which seems to have gone up in Assam.
Referring the crime figure of 2011 in Assam Mr Ravi said that killing of merely 32 civilians in militant violence reflects the fall of insurgent activities but during the same period security forces eliminated 87 militants.
Mr Ravi was closely associated with counter-insurgency operations in the trouble-torn Northeast.
