In a damning report, registrar of co-operative societies has found grave irregularities by Telangana Non Gazetted Officers Mutually Aided Co-operative Housing Society Limited, Hyderabad, in the allotment of housing sites to government employees at Gopanpally near Gachibowli in Ranga Reddy district. Joint registrar and district co-operative officer Kiranmayee, who conducted the inquiry on directions of the High Court, found a series of irregularities including non-existent or ineligible members, lack of seniority list, collection of development charges ranging from Rs 1 lakh to Rs 3.5 lakh without maintaining uniformity and allotment of house sites to outside employees, among others.
Nearly 300 members who got the plots are either ineligible or nonexistent, says the report. Employees’ leaders alleged that 776 people got plots through fraud and demanded a CBI inquiry. The government had earmarked 400 acres of land in survey No. 36 and 37 of Gopanapally village free of cost for housing sites to government employees working in Twin Cities and Ranga Reddy district. The TNGOs were allotted 160.29 acres in Gopanpally and Kancha Gachibowli. The society gave membership to 1938 employees, but allotted 1936 plots against 2102 plots approved by the competent authority, leaving balance of 166 plots.
The plot size should be 167 sq yards, but were found to be of 175 square yards. Out of 1936 members, plots were allotted to 124 employees whose applications were not available. While 124,35 members attended the cross-verification, Dr Kiranmayee ordered cancellation of membership of 89 members who did not attend. She found it highly irregular that seven model houses constructed at a cost of Rs 1.69 crore from development charges collected from members remained unused. The inquiry officer ordered recovery of the amount from managing committee members.
