Former ACP summoned for attacking Mohandas
The Ernakulam Judicial First Class Magistrate’s court on Saturday issued a summons to former Kochi city police assistant commissioner Shamsu Illickal.
The charge: harassing T.G. Mohandas of Kochi, who had filed a complaint against the ‘Justice For Madani’ Forum for their allegedly illegal fund collection.
The incident took place in the Kochi city police commissioner’s office in December 2010.
Mr Mohandas had lodged a complaint against mosques collecting funds to help Madani. The petitioner alleged that the fund-raising was in violation of the Prevention of Misuse of Religious Institutions Act.
Mr Mohandas, in his petition, argued that he was harassed and assaulted by Mr Illickal, who was the then assistant commissioner (Special Branch) and who had summoned him to collect further details.
He claimed that he was intimidated and threatened by the officer to withdraw the complaint against Madani Forum.
Mr Illickal, who is at present working as DySP (Crime Detachment), Trichur has been charged under IPC 294(b) (reciting or uttering any obscene words, in or near any public place), 323 (Punishment for voluntarily causing hurt) and 341 (Punishment for wrongful restraint).
