Ban defecation on public places: HC
Kerala high court on Thursday asked the state to initiate steps to end the primitive practice of defecation in public places.
“The government is unmindful of the primitive practice of people using beaches and other public places as open toilets.
It is a matter of shame for the state to permit open defecation particularly in beaches visited by a large number of tourists, particularly Europeans who flock to our beaches,” the court noted and urged the state to keep tourism prospects in mind and start developing the beaches across the state.
The court passed the order when a PIL filed by Rajesh of Cherthala seeking a directive to the state and the railways to prevent pollution particularly in the coastal areas of the state, as also on the railway lands, on account of open defecation by people.
The court said it was conscious of the limitations of the government to prohibit or prevent open defecation without providing public toilets everywhere. The local self-government should establish public toilets, considering it as the first priority.
As a first step, the beaches across the state should be equipped with public toilers and then prohibition of open defecation should be introduced, the court held.
