SC asks MP to pay Rs 10L for disclosing names
The Supreme Court on Monday pulled up the Madhya Pradesh government for disclosing the names of two minor rape victims and directed that both school-going girls, who were gangraped by 16 men in Indore district last year, be paid compensation of `10 lakh each.
Expressing disappointment with the Centre for being unable to evolve social security and welfare measures for victims of such crimes for whom “trauma continues throughout life”, the apex court also came down upon the Madhya Pradesh high court for not being sufficiently concerned about the victims in its order which had fixed `2 lakh each as compensation for them.
“Its a mockery of system giving `2 lakh as compensation to the victims. `2 lakh can’t be adequate compensation. This is very serious infraction of human rights... We direct the Madhya Pradesh government... to make payment of balance amount of `8 lakh to each of the two victims within one month from today,” a bench of Justices R.M. Lodha and M.B. Lokur said. “Such victims cannot be compensated by any amount. As a matter of fact, no amount of money can restore the dignity and confidence of rape victims. However, certain measures like adequate compensation, insurance, employment and social security scheme may help in the rehabilitation of rape victims to some extent,” it said.
The bench issued show cause notice to a senior police officer — additional SP, Indore, Arvind Tiwary — seeking explanation on why criminal proceedings should not be initiated against him for disclosing the victims’ names in the affidavit filed by him before the court on behalf of the state government.
