Pranab says MPs violated own rules
Finance minister Pranab Mukherjee, who had made several attempts to break the logjam in Parliament during the Winter Session, on Monday termed the turn of event in both the Houses “very unfortunate”. He said, the MPs, who create procedures to run the House had violated their own rules resulting in the complete washout of the entire Winter Session of Parliament.
“... All the rules under which Parliament functions are the creation of the members themselves ... MPs are to protect the constitutional propriety, norms and rules ... If creators themselves violate their own rules, then where is the remedy. This is very unfortunate,” Mr Mukherjee, while speaking to reporters outside Parliament, said.
The finance minister also lamented that during the Winter Session, which ended on Monday, no business could be transacted, except for a few of financial matters like supplementary demand and appropriation bills.
As the curtain fell on the Winter Session of Parliament on Monday and the government failed to transact any substantial business in either Houses, it has gone down in parliamentary history, as the only session virtually washed out due to stand-off between the government and Opposition over alleged 2G spectrum allocation scam.
The Parliament could function barely for a few hours during the 23 sittings, which began on November 9, as the united opposition forced adjournments almost everyday, within minutes of the House assembling.
