Policy implementation ad hoc: Radha Kumar

Kashmir interlocutor and academician Radha Kumar said on Wednesday that the Centre was taking an “ad hoc” approach in implementation of its policy framework. Without referring to the report filed with the home ministry by the three-member interlocutor panel last year of which she is a member, Prof. Kumar said the recommendations made by various committees and groups were not being implemented.

Dr Kumar was speaking at a seminar “Kashmir Conundrum” organised by Jamia Millia Islamia on Wednesday, “What New Delhi failed to recognise in Kashmir over the last years was a gradual shift from violence to a clear will for peaceful negotiations.”
