Over 100 MPs had quiet session

Over 100 MPs of the Lok Sabha and the Rajya Sabha did not speak during proceedings in the House in the Monsoon Session.
According to PRS Legislative Research, 68 MPs from the Lok Sabha and 35 from the Rajya Sabha — a total of 103 out of 707, excluding ministers and the Speaker — did not participate in either debates, private member’s bills or pose any question.
These are the figures for Monsoon Session till last Thursday.
In the Lower House, 181 or 38 per cent of the legislators did not participate in any of the debates, which included those on price rise and civil nuclear liability bill.
However, 22 MPs participated in more than ten debates and the Samajwadi Party’s Shailendra Kumar came out in flying colours with his participation in as many as 35. The RJD’s Raghuvansh Prasad is also in the top-five list in this regard.
Forty-two Lok Sabha MPs voiced their concerns in six to ten debates while 102 participated in three to five and 132 in one or two debates.
In the Rajya Sabha, 69 members did not participate in any of the debates while ten members marked their presence in more than ten debates.
On questions, 117 Lok Sabha members did not ask any question while the figure in Rajya Sabha was 79. Forty-four Lok Sabha members asked more than 50 questions during this session while the number for Rajya Sabha was 24.
Forty-one members in the Lok Sabha have an attendance of less than 50 per cent while 24 in the Rajya Sabha have the same attendance. In the Lok Sabha, 195 legislators have more than 90 per cent attendance while 98 in the Rajya Sabha have crossed this mark this session.
The PRS also said out of the 138 planned hours in the Lok Sabha this year, productive hours were 116 hours which is 84 per cent of the total time.
However, Question Hour saw the maximum disruption in the Lower House as only 11 hours or 47 per cent out of 23 planned hours were productive.
In the Rajya Sabha, out of the 115 planned hours, 104 hours were productive. Thirteen out of planned 23 hours for Question Hour was productive in Rajya Sabha.
The PRS also noted that the government planned to introduce 35 bills in this session but could bring only 17. It planned to pass 33 bills this session, but could clear only 14.
