Naxals surrender in hope of family

The CPI (Maoist) military commanders and other tribal cadres who have undergone forced sterilisation to keep them “battle-fit’’ can restart their family life now by having children with the Central government making reversal of vasectomy an integral part of its Maoist surrender and rehabilitation policy.
According to the Union home ministry, a sizeable number of male cadres of the People’s Liberation Guerrilla Army in Chhattisgarh, Orissa and Jharkhand have undergone sterilisation — forced on them by the Andhra Moaist top brass to keep them “perpetually battle-fit’’ and prevent any “filial attachments in future’’.
This year so far, 380 Maoist cadres have surrendered across the country and many more continue to quit the CPI (Maoist) fold owing to growing resentment over the banned outfit’s deliberate attempt to foreclose for them all options of an alternate family life, according to the MHA.
Drawing immediate attention to the sensitive issue, the home ministry on Friday shot off a detailed advisory to all Naxal-affected states asking them to give surrendered and arrested Maoist leaders medical aid on government expenditure to facilitate their return to ‘’normal family life and have children’’. The fresh move is also clearly aimed at preventing the naxalites from “returning to the Maoist fold.”
“No rehabilitation is complete if the Maoist cadres cannot return to normal family life and have children,” the MHA said. Asking state governments to facilitate ‘’vasectomy reversal operations of willing Maoist cadres’,’ it said, “Since most of the sterilisation surgeries are conducted in a crude manner by local quacks, if the reversal operation has to be done in a higher medical centre, the government should bear the costs.” The MHA noted that within the Maoist military companies, platoons and dalams, a pre-condition for marriage between male and female cadres is male sterilisation. “This practice has led to surrenders by a sizeable number of Maoist cadres,” it said. The ministry felt that since most of the tribal cadres of the CPI (Maoist) are not literate and are also worried about the stigma attached to their condition.
