MONTEK u-turn: PLANS not linked to POVERTY line
Wilting under popular pressure, the Planning Commission on Monday made a desperate bid to clarify its position on its controversial below poverty line (BPL) cutoff, as it said that the current poverty estimate is “not linked for determining beneficiaries of government welfare schemes” and that it will soon work out “a new met-hodology” for the purpose.
Distancing the Plan panel from the `32 poverty line yardstick presented to the Supreme Court in an affidavit recently, Planning Commission deputy chairman Montek Singh Ahluwalia said that the BPL estimate was based on the report of the Tendulkar Committee, which is aimed at drawing a line to assess the impact of growth rather than determining the beneficiaries of developmental schemes.
