IPS recruitment runs into trouble

The government’s move to fill up vacancies in the Indian Police Service appears to have got stalled after the Limited Competitive Examination to laterally induct young police, paramilitary and Army officers into the force has run into rough weather.

The hope has dimmed after the final results of the first such examination conducted last year have been on hold for a year now . Last year, 255 persons were selected for the job by UPSC but the final results of the exam got drawn into litigation with more than 75 court cases pending in various courts in respect of the exam .
Sources said the MHA is not going to rush to resolve the imbroglio as several factors need to be re-examined before a final decision is taken. These include issues of seniority, salary among others of the young IPS officers who have taken the exam through this route vis-à-vis those officers being recruited through the Central civil services examination, the sources said.
While the MHA is in touch with the UPSC, sources said a number of officers who have written this examination are mulling approaching the Supreme Court with a PIL alleging the delay in declaration of results is illegal as the last case in this regard was quashed by the Guwahati high court on May 14 this year paving way for the declaration of results.
The Guwahati HC had quashed a previous order of the Central Administrative Tribunal bench (Guwahati) which has earlier cancelled the rules that were framed for holding the LCE as prepared by the MHA for induction of the serving officers into the IPS.
It may be recalled that the plan to put to test young police, paramilitary and Army officers through a written test and interview by UPSC was taken by the then home minister P. Chidambaram after it was found that a large number of vacancies existed in various cadres of IPS and there was an urgent need to fill them up for the smooth and effective functioning of police forces.
The UPSC had published the notification for this exam in March 2012 and officers of Armed forces, Central paramilitary forces and state police services, having minimum five years of service experience as officers, were stipulated as eligible to apply.
