Increase in funds for law ministry
Finance minister Pranab Mukherjee announced a major increase in the funds allocation for the law and justice ministry for speeding up the justice delivery mechanism in the country in the upcoming financial year. The enhanced budget for the ministry aims to build judicial infrastructure and the project on e-courts to help ease pendency in courts.
The total allocation for 2011-12 is `1432.30 crores, which is `488.30 crores more than last fiscal’s `944 crores. The enhanced funds are expected to be used for modernising subordinate judiciary and establishment of more rural courts. The outlay has also been increased for computerisation of district and subordinate courts from `108 crores to `267 crores. On similar lines, allocation for infrastructural facilities for judiciary saw a quantum leap from `95 crores to `427.90 crores.
In an effort to give a fresh impetus to its gram nyayalayas’ scheme, the Central assistance to states for setting up rural courts has also been increased from `39 crores to `145 crores. The Centre’s plan to set up 5,000 gram nyayalayas has been facing a backlog as just fours states have so far established such courts.

`200 crores for cleaner environment

NEW DELHI
Feb. 28: Increasing pollution led finance minister Pranab Mukherjee to allocate a `200 crores to Green India from the National Clean Energy Fund (NCEF) to launch an environmental remediation programme for cleaner environment in 2011-12.
Another `200 crores from NCEF is being allocated to curb environmental pollution.
The finance minister has also proposed to set up a National Mission for Hybrid and Electric Vehicles to encourage manufacturing and selling of alternative fuel-based vehicles had drawn flak.
The minister’s push has been to cut excise duty on the development and manufacturing of hybrid vehicle kits to 5 per cent from the existing 10 per cent, besides fully exempting customs and CVD on import of special hybrid parts.
“The Indian automobile market is the second fastest growing in the world and has shown nearly 30 per cent growth this year. To provide green and clean transportation for the masses, National Mission for Hybrid and Electric Vehicles will be launched in collaboration with all stakeholders,” Mr Mukherjee announced.
