Centre for crackdown on Maoists’ front outfits
The Centre has asked states to crack down on front organisations of the CPI(Maoist), putting at least 17 outfits which have their bases in several states, including Delhi, under the scanner for directly or indirectly aiding the Maoists. This forms part of a new anti-Naxal strategy adopted at a high-level meet convened by the Union home ministry in last two days.
At a lengthy closed-door discussion with the police chiefs and the SPs of 26 worst-affected districts in the country which ended on Friday, the Union home ministry also conceded that the ‘’failure of basic policing’’ has been the key reason for the spate of Naxal attacks witnessed in Chhattisgarh, Jharkhand and Bihar in the recent months, including the most brutal attack on Congress leaders of Chattisgarh.
While it was noted that local police stations need to play a more pro-active role in anti-Naxal operations, the MHA is also asking Central forces to adopt a more broad-based approach where they sensitise themselves with the local surroundings, mix up with the tribals and locals to win their confidence and conduct ‘’area domination exercises’’ rather than confining themselves to their camps set up in the Naxal strongholds.
The meet also sought to differentiate between a terrorist attack and the Naxal violence witnessed in LWE-affected states saying that the Gadchiroli model of “Jawan-Janta-Jungle’’ which follows a systematic approach of strengthening the constabulary of the anti-Naxal forces, winning the hearts of tribals and locals and then entering into Maoist strongholds needs to be adopted by other affected districts.
