CBI recovers letter written by Sachar
In a new development in the mysterious death of deputy chief medical officer (CMO) Y.S. Sachan, the CBI has recovered another letter written by him on June 11 2011, about 10 days before he allegedly committed suicide in Lucknow jail. In the letter, Sachan had threatened to reveal the names of those involved in the killing of two former CMOs — Dr V.K. Arya and Dr B.P. Singh.
Large scale irregularities in the implementation of National Rural Health Mission (NRHM) programme in UP came to light after two CMOs — Dr Arya and Dr Singh — were shot in Lucknow within a period of six months in 2011. Besides, deputy CMO Sachan, who was also an accused in both the murder case, was found dead in Lucknow jail on June 22, 2011.
The agency, which has so far registered 14 cases in the NRHM scam, is probing two murder cases of CMOs also.
According to sources, this letter written to former CMO of Lucknow Dr A.K. Shukla, was given to jail officials by Dr Sachan for dispatching it. Probe by the agency officials has revealed that this letter was never dispatched to Shukla by the jail officials. Shukla had been arrested by CBI on allegations of being part of a conspiracy to murder two CMOs.
Sachan in his letter to Shukla had sought help of the latter, sources said. He had written: “I am in depression and please help me.”
If you (Dr Shukla) don’t help me then I will expose you the tell everybody about your role in the death of two CMOs — Dr V.K. Arya and Dr B.P. Singh”, sources said.
“The CBI, which is preparing to file a closure report in the mysterious death of Sachan, has also decided to recommend strict action against the Jail officials who did not dispatch the victim’s letter”, sources said. Surprisingly, the district police who held a press conference on June 17 and 18, 2011 on the death of two CMOs did not mention anything about the letter written by Sachan, sources said, adding this will be further probed.
As far as the death of Sachan is concerned, sources said, the agency’s probe has not revealed anything suspicious. Sources said the agency sleuths reconstructed the chain of events and also used the services of forensic experts to probe if Sachan was murdered.
“Even after re-examination of the forensic reports several times, the agency officials did not found anything suspicious. The agency sleuths also questioned certain officials and inmates of Lucknow jail in connection with the case. Doctors were also of the opinion that the nature of injuries on Sachan’s body could have been self inflicted,” sources said.
