BSP govts suspended most officers in UP
Over 105 officers have been suspended in Uttar Pradesh in the past two decades from 1993 to 2013 and no evidence was found against 100 officers who were quietly reinstated.
The maximum numbers of 68 suspensions of IAS officers took place in the BSP regimes.
According to information available with the appointment department sources, the suspended officers include the chief secretary, principal secretary, secretary, special secretary, divisional commissioners, district magistrates, SDMs and ADMs.
“In the Mayawati regime, maximum officers were suspended during surprise inspections and review meetings but were later reinstated when the charges against them failed to hold water,” said an official. The SP governments have suspended about 26 officers and the Congress governments — when the party was in power — hold the record for minimum number of suspensions.
The strength of the IAS cadre in Uttar Pradesh is 537 and about 120 officers are on central deputation.
A former chief secretary who was removed from his post when he tried to resist some suspensions, says, “It has become fashionable for politicians to announce suspensions because it satiates their cadres and this is their way of proving their own authority to themselves. However, it destroys the morale of the bureaucracy and officers who are suspended and then reinstated are bound to turn hostile towards the political bosses. The trend must be stopped and for this, it is essential that suspension rules are made more stringent.”
