Hyderabad: Syed Maqbool, the suspected Indian Mujahideen operative whose role in the Dilsukhnagar bomb blasts is being probed, had been given a “good conduct” certificate by the Cherlapally Jail authorities in October 2009 and released on commutation of his sentence.
Currently lodged in Delhi’s Tihar jail, he has already admitted to surveying Dilsukhnagar, along with a few other areas in the city, for the terror outfit.
Maqbool, along with two other convicts, Sayed Mukhtar Ahmed alias Shafeeq and Mirza Khasim Baig, of the Indian Muslim Mohammedi Mujahideen, had been released on Gandhi Jayanti by the government of former Chief Minister K. Rosaiah after commutation of their sentences.
Maqbool was arrested in Hyderabad in November 2012 by the Delhi police for allegedly teaching IM operatives how to make bombs. His name was revealed by four accused who were arrested by the Delhi police in connection with the serial blasts of August 2012.
Inspector-general (Prisons) B. Sunil Kumar said, “The superintendent of the jail takes care of the conduct certificate. If a prisoner abides by the rules, he is given remission.”
‘Good conduct’ for Maqbool questioned
Asked about suspected Indian Mujahideen operative Syed Maqbool’s ‘good conduct’ certificate given by the Charlapally jail authorities in October 2009, the then superintendent of Charlapally jail, G. Jayawardhan said, “The government issues orders of commutation of sentence. Based on the rules we prepare a list. But before finalising the list, the home department will take the opinion of the district collector and superintendents of police.
Maqbool behaved very normally in prison. There were no prison offences or punishments against him. There was also no political pressure on us then.”
The man from Nanded, Maharashtra, was also involved in the murder of one Mahaveer Prasad, a jeweller in Afzalgunj, and several other cases.
He, along with Azam Ghori (shot dead in an encounter in Karimnagar) was instrumental in the formation of Indian Muslim Mohammadin Mujahidin (IMMM). It is suspected that the Indian Mujahideen was inspired by Ghori's IMMM.
Sayed Mukthar Ahmed, who was released along with Maqbool, was also involved in the bomb blast that killed Mahaveer Prasad in Siddamber Bazaar in the year 2000.
