Home minister P. Chidambaram said the district judge and the senior judges are primarily responsible to punish those behind atrocities on the SC and ST.
Replying to discussion in the Lok Sabha, the HM said historical injustice has been heaped upon the Scheduled Castes and Scheduled Tribes. The number of cases of atrocities against the Scheduled Castes registered in 2006 was 26,665. In 2007, it was 29,825 and in 2008 it was 33,365.
“The executive can take preventive measures and if crimes are committed, the executive can only prosecute. It is the judiciary which has to punish,” added the home minister.
