T-report being readied
The much-awaited Congress decision on statehood for Telangana and the changes that are likely to take place in the state Congress would be revealed only in the month of August, after conclusion of the Presidential elections in July. A highly-placed source from Delhi said that until then, Congress president Sonia Gandhi would not have the time to look into AP affairs due to her involvement in developments leading to the Presidential election.
But, the source said, the Congress leadership has entrusted the job of providing inputs on issues related to Telangana statehood to the state Congress and a few confidants in the party. It would be their responsibility to talk to the people concerned and submit a confidential report to Mrs Gandhi by July-end. According to the source, the report will consider all major issues including the TRS stand on merging with the Congress with or without statehood for Telangana and if the state can continue to remain undivided with some changes in the state Congress and whether bringing in a new Chief Minister or PCC chief from the Telangana would be sufficient to appease the people of the region.
The other concerns the report would look at are: In the event of dividing the state, would it suffice to divide AP into two or whether there would also be a need for division in the Rayalaseema region. The Congress would also seek to ascertain the mood of the public in both the regions on the division of the state. It might also consider offering some economic packages to both regions in order to keep the state united.
Most importantly, it would like to know the impact of the YSR Congress and Telugu Desam in both the regions with or without division of the state. Deliberations would be initiated on the necessary steps to be taken to rejuvenate the Congress in both the regions irrespective of the decision taken. In the event of division, the repercussions and impact on industrialisation and employment would be an important factor to be considered.
It would also be necessary to ascertain the mood of the people to accept yet another Chief Minister if the state is divided. And lastly, the Congress would definitely like to know if the decision on Telangana state could be further deferred until the 2014 elections and its political impact thereafter. The source said that Mrs Gandhi had personally acknowledged some of the inputs provided by party MPs on various issues co-ncerning the division of the state. She, reportedly, was in favour of more inputs before taking any decision on the issue.
It is reliably learnt that the Congress high command has also engaged a private agency to conduct a detailed public opinion on the subject before the end of July.
