Man dies as cops wait for 108 to shift him

‘Rakshak’ cops of city police are facing allegations of leaving a man lying in a pool of blood and crying for help on the road at Chatrinaka in old city without shifting him in their vehicle. The man succumbed to injuries on May 3 at Osmania General Hospital and the incident came into limelight on Sunday. A time gap of 16 minutes lapsed after the Rakshak jeep came to the spot and the man was shifted in 108 to OGH. Even the passers-by and locals didn’t intervene to shift him to nearest hospital and waited till 108 arrived in.

The the FIR says that incident took place at around 8 am on May 2, and the OGH records say he was brought in a 108 ambulance accompanied by police constable number 392 at 8.40 am. The deceased K. Ramesh, 26, who works in a market is a resident of Shivajinagar in Rajannabowli of Chatrinaka. He was beaten to death by his brother-in-laws, police said. According to a complaint filed by Ramesh’s maternal grandmother N. Anjamma, “On May 2, his in-laws came to his house in Shivajinagar and picked up a quarrel. They attacked him with an iron rod on the head and also beat him up. He ran out of the house with a bleeding injury and fell on the road. He died at the hospital.”

Police arrested six accused on murder charges. The accused B. Prasad, B. Ramesh, B. Naresh, B. Sanjeev, B. Radha and B. Sujatha are all in-laws of Ramesh. Interestingly, police records didn’t mention that the Rakshak police were witnesses in the murder case, though they actually reached the spot first. Only sub-inspector G. Satyanarayana and inspector of police N. Shyam Prasada Rao were witnesses from the police side.

Chatrinaka inspector of police N. Shyam Prasada Rao said, “Ramesh was addicted to alcohol and was harassing his wife Swati a pregnant woman. On the previous day he assaulted his brother-in-law. On May 2 all of them went to his home and attacked him.” The inspector refuted the allegations that the victim was shifted late from the spot. “Within four minutes the Rakshak vehicle reached the spot and in another minute the 108 ambulance reached the spot. He was immediately shifted to OGH and our constables were giving first aid. We didn’t shift him in the Rakshak as he was badly injured and we could not treat him medically. On the other hand we knew that 108 was already on its way. We also took him to the operation theatre as no relatives arrived,” he said.

South Zone DCP Mr Akun Sabharwal said, “The response of Rakshak is quick. Usually these jeeps are used to defuse situations and victims are shifted in 108. There is no bar on shifting the injured in them. In this case I have sought an inquiry.”
