Details must if babus are to be prosecuted
The Centre has asked the state governments seeking sanction for prosecution of IAS, IPS and other All India Service officers to send a complete set of relied-upon documents and evidence to ensure quick sanctions. Emphasising that such prosecution requests are not accompanied by the complete set of documents/evidences, the Centre said this made it difficult to take a view in such matters, resulting in undue delays.
The Central Vigilance Commission recently asked all investigating agencies, competent authorities in the state governments and cadre-controlling authorities at the Centre to ensure that sanction for prosecution requests are processed on time. “Grant of sanction is an administrative act, and the purpose is to protect public servants from harassment through frivolous prosecution, as well as not to shield the corrupt. The sanctioning authority has only to see whether the facts would prima facie constitute offence,” said CVC additional secretary Anil K. Sinha.
