Chief Minister N. Kiran Kumar Reddy is working extra hard to erase the impression in political and bureaucratic circles that his government is inactive. Post the bypoll rout, the Chief Minister is facing an element of uncertainty about his position and his detractors have already launched a propaganda that the Congress central leadership would “apply its mind on the state”, which in other words, means a change of guard, as soon as the Presidential election is over.

Sources told this newspaper that the Chief Minister discussed with his senior secretaries about improving delivery mechanisms on Monday and stated that the reform should start from the CMO itself. Mr Reddy told officials that all files should be cleared within a week of reaching his office. "An impression is being given that there will be no immediate change of guard and the central leadership wants the Chief Minister to give priority to improve governance,” said sources close to the Mr Reddy.

The Chief Minister also indicated to several ministers who met him that he would renew the district-wise review of development works in the next few days. Various departments have also been informally told by the CMO to get ready for periodical reviews on important subjects. Mr Reddy, who reached the Secretariat in the morning, stayed till evening and met visitors including ministers, Oppo-sition leaders, senior officers and others. He reviewed the NREG works and the two-day mega IT summit proposed in the city. In the initial days after taking charge, Mr Reddy had been busy with administration and streamlining welfare programmes.

He, however, had lost focus due to a series of political developments, mainly the Telangana agitation, Mr Jagan Mohan Reddy's exit from the party and the bypolls. “The traditional vote bank of the Congress is intact and effective delivery of schemes till 2014 will help the party face the general elections. Failure in administration will get us nowhere,” a minister from the coastal districts said.
