AP in a fix over HC bar on admissions
The state government is in a fix following the AP High Court directing the NTR University of Health Sciences not to approve MBBS/BDS management quota admissions that were made against the norms.
Meanwhile the managements of medical colleges are pressurising the government to make changes in the admission procedure only from the next academic year (2013-12) since only two weeks are left for the MBBS classes to commence and it is not possible to invite fresh applications from students at this stage.
College managements are claiming that as per SC orders, any policy changes should be announced in April, so that they can implement the changes during admissions in May and June and complete the admission process by July. The managements have even threatened to boycott counselling for Eamcet medical admissions and conduct their own entrance tests if the government implements changes for management quota admissions this year.
The managements are blaming the government’s “flawed policies” for MBBS admissions for the current mess. Dr Ganni Bhaskara Rao, treasurer, AP Unaided Medical Colleges Association said there cannot be different fee structures for the same course and a student cannot cross-subsidise fees of another student as per SC orders. “Despite this, the government has categorised seats as convenor and management quota and fixed variable fee structures. Though the government fixed a low fee structure for convenor quota seats, we had agreed in the interest of students,” he added.
The government now is clueless about how to go forward in this issue with the High Court asking it to ensure transparency and merit in management quota admissions while the managements are citing Supreme Court orders to announce any policy changes in admission procedures by April.
