5-Day Session from Sept. 17
Governor E. S. L. Narasimhan on Saturday issued summons to both the state Assembly and the Legislative Council for a joint Session from September 17. Chief Minister N. Kiran Kumar Reddy, before leaving for Tirupati this morning, sent the file summoning the Legislature to the Governor for approval.
The joint Session will be held from September 17 (Monday) to September 21 (Friday) with a one day holiday in between on account of Ganesh Chatu-rthi on September 19. Sources said the Session might be extended for one more day on Saturday and conclude due to security concerns in and around the capital on the eve of the Ganesh festival, the ‘Chalo Hyderabad’ call given by the Telangana Joint Action Committee and the COP-11, the international biodiversity conference.
The Session may take up legislation on creating SC/ST sub-plan a statutory guarantee for release of funds earmarked for them, provided the Bill is ready by then. The smooth conduct of the Assembly Session remains doubtful as the Opposition is likely to question the government on many issues. The Telangana issue may take prominence as the Session coincides with the Hyderabad Liberation Day. The Telugu Desam is likely to rake up the R&B minister Dharmana Prasada Rao’s resignation as also the involvement of other four ministers who were served notices by the Supreme Court. Amidst the expected furore, the YSR Congress is also likely to make its presence felt as its MLA strength has increased to 17 after the recent byelections.
