4% minority quota intact
The four per cent reservations for Muslims being provided by the state government under the BC-E category in education and employment will remain intact despite the AP High Court recently scrapping the 4.5 per cent sub-quota for minorities within the 27 per cent OBC quota notified by the Centre. The state government has issued circulars to all the universities and recruitment agencies to implement the four per cent state quota for minorities as usual while giving admissions and filling government posts.
The recent HC order to scrap the Centre’s 4.5 sub-quota for Muslims had led to confusion about the implementation of the four per cent quota for Muslims being implemented by the state government since 2007. The government has been fighting a legal battle in the Supreme Court to allow it to implement the four per cent quota for minorities. The government has been giving admissions for minority students in various educational institutions and reserving government jobs for minorities in various state recruitment exams subject to the final outcome in the Supreme Court since 2007.
“The AP High Court scrapping the 4.5 per cent sub-quota for minorities within the 27 per cent OBC quota will not affect the four per cent quota for minorities being implemented by the state government because it pertains to the quota given by the Centre in educational institutions and jobs at national-level,” said Mr Ahamadullah, the minister for minorities welfare. The backward classes welfare department, which is monitoring the implementation of four per cent quota for minorities, has sent a circular to all the registrars of universities to provide 4 per cent quota as usual while giving admissions.
