Karol Bagh plot turns into mall, violates bylaws
To its utter shock, the MCD discovered a property in Karol Bagh area has been converted in a shopping complex.
The MCD officers found the complete violation of law when they were conducting a special drive against unauthorised construction in the city. The property number 16/10194 on Gurudwara Road in Karol Bagh converted into a virtual shopping complex, completely violating the sanctioned building plan.
In the approved building plan by the MCD, this property should have 22 shops allowed on the ground floor and first floor. Second and third floor were allowed only to built residential purpose rooms. But the owner or builder of the property constructed 119 shops and 53 shops on second floor, which was originally meant for residential purpose.
The massive construction virtually converted the property into a shopping mall with 172 shops.
This shocking irregularity was found after MCD commissioner K.S. Mehra constituted a five-member committee in May 2011 to look in to alleged violations. The five-member committee led by the then additional commissioner (engineering) submitted their report in June.
The committee said in its finding that there is “blatant unauthorised construction, totally ignoring the sanctioned building plans”.
The committee further found that the number of shops constructed on the ground floor are more than the sanctioned limit. There exist 119 shops on the ground floor against the sanctioned 22 shops.
