Contempt plea against DDA
Awaiting allotment of a plot of land for the last 30 years, a man on Tuesday moved the Delhi high court seeking contempt proceedings against the DDA, accusing it of not honouring its promise made in 2009 that it would meet its obligations by August 2011.
Rahul Gupta, who had applied for a plot in 1981 under a housing scheme at Rohini, filed the contempt petition through counsel Mayank Mishra alleging that Delhi Development Authority (DDA) had assured the high court in December 2009 that it would allot 16,000 plots to eligible candidates out of 25,000 applicants in 20 months.
Accepting the DDA’s written undertaking, the court had granted it time till August 29, 2011 but not a single plot was allotted to the applicants by the housing society, Gupta said in his petition.
Justice Vipin Sanghi, before whom the contempt plea was listed for hearing, on Tuesday transferred the matter to a division bench which would take it up for hearing on Wednesday.
Gupta alleged that DDA had failed to allot 4,000 acres of land to applicants despite lapse of several years and it now planned to divert the land for developmental projects.
While hearing the PIL in September, the bench had also directed DDA to completely demarcate the land by October 30.
Expressing its displeasure over DDA’s tardy pace in demarcating land for the residential scheme, the court had said then, “The DDA has lost the trust of the people and they must act now.”
The counsel for DDA had earlier informed the court that it would complete the demarcation of all 21,328 plots by October 30 and would also initiate the process to consider 25,000 applications for allotment under the Rohini Housing Scheme in 1981. He claimed that more than 60 per cent land demarcation was over and the rest would be done by October 30.
