Class 10 student strangled inside his house

A 15-year-old Class 10 student was found strangled to death inside his house in Ranhola area of West Delhi on Saturday night.
The police suspect that he was killed after he resisted a robbery attempt. A tenant of the deceased is under scanner as he is missing with his belongings after the incident.
A senior police official said that they got to know about the incident at around 11 pm. The deceased was identified as Guddu. “Guddu used to live in the area with his parents. His family members are in Bihar for some family work. On Saturday night, Guddu was found lying dead in a pool of blood by one of their tenants. The police was called and a team was sent to the spot. Guddu was tied to a concrete pillar inside the room. A gas cylinder pipe was used to strangled him,” said the police official.
Police said Sonu, a tenant of the deceased, could be the accused as he is absconding after the incident.
“Sonu is a native of Sonepat in Haryana. He worked with a barber shop in the area,” said the police official.
The police has registered an FIR in this respect.

Govt drafting policy on additional floors
New Delhi, June 9: The Delhi government will soon unveil a policy to provide relief to lakhs of Delhiites waiting endlessly to carry out construction of additional floors in residential flats having multiple ownership.
Urban development minister Arvinder Singh Lovely said government was planning to do away with production of no-objection certificate (NOC) by people having right over third floor from the other floor owners for expansion of building.
Lieutenant governor Tejendra Khanna in December last year had directed the municipal corporations not to insist on production of NOC for giving approval for construction of third floor if they are satisfied with structural safety of a building and compliance of building by-laws. The municipal corporations, however, refused to comply with the directive of the lieutenant governor, arguing that it was “very ambiguous” and “vague”.
The Delhi government is now working on a policy to allow construction of third floor in flats having multiple ownership and ensure transparency in approval of building plans. — PTI
