City cop kills man, held for drunk driving
The southwest district Delhi police arrested a head-constable for allegedly killing a person due to negligent and drunken driving. The incident happened in late hours on Wednesday.
The accused, Delhi police head-constable Ramavtar, was on the run, said police officers. He was arrested on Thursday. The police said that the accused confessed that he was driving a WagonR car under the influence of alcohol.
On Wednesday, Ramavtar rammed his car into 26-year-old Neeraj Thakur, who was standing on the Nangloi-Najafgarh road after his truck broke down.
Ramavtar fled from the spot, leaving his car behind. Neeraj was rushed to a nearby hospital where he was declared brought dead.
The accused will be produced in a Delhi court on Friday.

‘No handcuffs for police convenience’

Dismissing the plea of Tihar Jail authorities to handcuff a prisoner to the court, Tis Hazari Court additional sessions judge Girish Kathpalia said that the fundamental rights of an undertrial prisoner (UTP) cannot be violated for the convenience of escorting policemen. The court said, “Even if the report from reliable jail sources is to be believed that the UTP, Ravi Kapoor, will try to escape from custody, convenience of the escorting staff cannot be a ground to abrogate the fundamental right of the prisoner.”
The court, however, directed the jail authorities to increase the number of guards with the prisoner if they apprehend that Kapoor could escape.
