Memo to Guv on VC search panel
Former Anna university vice-chancellor and member of state planning commission Prof E.
Balagurusamy has submitted a memorandum to Governor K. Rosaiah that persons with doubtful character and integrity, besides dubious intentions or vested interests were nominated to act as members in the university vice-chancellor search committees.
The former vice-chancellor has also provided detailed guidelines to be followed to appoint members in the VC search panel.
Prof Balagurusamy suggested that the chairman and the convenor of the committee should be a person of impeccable integrity and should have worked for at least three years in a position not less than the rank of a vice-chancellor of a state or central University.
The members should be retired persons with a minimum of 10 years of experience at the rank of a professor in a state or central University.
“The qualities of the members of search committees will certainly have a strong bearing on the quality of the persons being recommended for the post of VCs.
The University syndicate, senate or academic council should consider requirements while recommending their nominee as a member to the search panel, he said.
Pointing out that the search committees should identify the prospective candidates by publishing advertisements in leading newspapers, Prof Balagurusamy said that prospective candidates should justify their suitability for the VC post in the context of skills and competencies required and a plan of action to make the university a centre of excellence should be submitted to the committee.
