High-end vehicles escape speed governor rule

A Supreme Court directive, issued to the State Transport Department, makes it mandatory for all registered commercial vehicles and public transport buses to be equipped with speed governors before June 1, 2012. But for most high-end vehicles, speed governors are not yet available in the market. This implies that while few vehicles will run with restricted speed, others will escape the rule due to unavailability of speed governors.

The speed governor rule for new vehicles came into force from November 1, 2011 and all commercial vehicles that go for registration have to be fitted with the devices. But many of high-end vehicles could not be registered as speed governors were not available. The authorities decided to exempt such vehicles from the rule, with the rider that the exemption would not be permanent. Vehicle owners have to give an undertaking that they would fit the devices once they are available in the market. It has been more than three months since the rule came into force, but speed governors for high-end vehicles are yet to hit the market.

“The State Transport Department has approved Rosmerta Technology, Pricol and Bosch to manufacture the speed governors. The devices are available for most of the old vehicles, but the problem is with the new high-end vehicles. They now have to develop the devices and to get the approval of Automotive Research Association of India before bringing them to the market. The entire process will take some time,” said a senior official at Koramangala RTO. To ensure that old commercial vehicles too followed the rule, the transport department has decided not to issue fitness certificates to these vehicles if they are not fitted with the devices.

“The Transport Department is watching the situation as many organisations are against the order. From June 1, inter-state vehicles registered in Karnataka will not be allowed to enter the state if they are not fitted with speed governors.” he said
